Run! or not?

Emergency exit signs in Australia have changed from previous signs (text "Emergency"), they now show a person in a running state. In all the fire safety briefings and training we are specifically instructed "do not run", but walk carefully out (or down the stairs). So, this is somewhat contradictory to what the sign is indicating to do, RUN !

Apparently in Europe we've been running for safety quite a while, see Example 39 and Example 44. I actually could find only one sign with a man walking towards the exit:
